All nodes hiera data is managed by a role and an action plugin

There is two places with similar logic, like evaluating boostrap node name:

tripleo_ansible/roles/tripleo_hieradata, and tripleo_ansible/ansible_plugins/action/tripleo_all_nodes_data.py
