Enable Trove plugin for devstack

Bug Description

devstack has implemented a plugin architecture for modules, which will allow trove to manage how devstack installs trove from within the trove repo. This change (https://review.openstack.org/#/c/167047 ) requires that we notify devstack about the plugin.

The localrc.rc needs to have this command added

    Enable Trove plugin for devstack

    devstack has implemented a plugin architecture for modules, which will
    allow trove to manage how devstack installs trove from within the trove

    enable_plugin trove $OPENSTACK_GITSOURCE/trove
