DB sync failed when enable_service=postgresql in devstack

Bug Description
I enable trove and postgresql in devstack local.conf, as following, executing stack.sh fail when trove do db sync, please see more details in stack.log [1], and it's no problem with mysql.

enable_service postgresql
enable_plugin trove https:/

Thanks for pasting the traceback, this looks like its a database type issue.
This works for mysql because 0 is equivalent to false but postgres this is not the case and we need to cast it to work in this case.
