Upstream merger otto jobs don't collect logs when jenkins timesout

Bug Description

The autopilot-testrunner-otto-* jobs are set to timeout after 60 minutes to stop a runaway test. However, if the test does something goofy internally, we only have the console logs to debug. The other otto logs are not collected.

[Recommendation]
Add a shutdown process to the otto upstart jobs such that it initiates shutdown prior to the jenkins timeout.
