host ssh keys should be preserved when a server is reprovisioned

Bug Description
When setting up qa-radeon-7750 from scratch, a new ssh host key was generated (default behavior).
This of course led to:
vila:~ :) $ ssh ubuntu@
@@@@@@@
@ WARNING: REMOTE HOST IDENTIFICATION HAS CHANGED! @
@@@@@@@
which uselessly scary for the unaware.
Instead, ssh host keys should only be generated once and preserved when hosts are re-provisioned.
