I expect to be able to hibernate my machine when I close the lid and the power is unconnected, or when the power becomes unconnected when the lid was already closed.

This is a limitation of logind, its not possible to actaully hibernate on lid-close.
You can however override the setting on a per-system basis in /etc/systemd/ logind. conf
