Bug Description

This appeared for dryden.ppc64el for focal:linux-hwe-5.11 during sru-20210906:

09:50:33 DEBUG| [stdout] # selftests: net: reuseport_bpf_numa
09:50:33 DEBUG| [stdout] # ---- IPv4 UDP ----
09:50:33 DEBUG| [stdout] # send node 0, receive socket 0
09:50:33 DEBUG| [stdout] # libnuma: Warning: Cannot read node cpumask from sysfs
09:50:33 DEBUG| [stdout] # ./reuseport_bpf_numa: failed to pin to node: No such file or directory
09:50:33 DEBUG| [stdout] not ok 3 selftests: net: reuseport_bpf_numa # exit=1

IIRC this would be a symptom of the host not being SMP (though a bit hard to believe for ppc64el).
