Bug Description
Issue found with bionic/
The preemption timer test suite in vmx test will fail with:
Test suite: preemption timer
PASS: Keep preemption value
PASS: Save preemption value
PASS: busy-wait for preemption timer
PASS: preemption timer during hlt
FAIL: preemption timer with 0 value (vmcall stage 5)
And the vmx will timeout in the end.
