Bug Description
All of the sync scripts force the lockfile after 12 hours without checking to see if the previous sync is still running.
As a first measure, we should simply not force lockfiles and let an SRE investigate when the alert fires.
Of course, a reboot might leave a stale lockfile around. To cover this case it probably makes sense to add @rebooot cron jobs to delete them.
