Phone with bt keyboard connected doesn't trigger ctrl+key if the location/find bar is active

Bug Description
STEPS:
1. Connect a bluetooth keyboard to a device
2. Open the browser
3. Type in the url bar planet.ubuntu.com
4. Look down the text for a common word
5. On the keyboard tap ctrl+f
6. type in the common word
7. Now tap ctrl+g
EXPECTED:
I expect the action to be triggered and it look for the next place where the common word is
ACTUAL:
It types g into the find bar
The same thing happens if you highlight the url bar with ctrl+l and then tap ctrl+t to open a new tab. In both instances if you tap on the web page the ctrl function then works as expected.

Looks like if you open messaging app, select the text field there and then type ctrl+<a key> it types the key. So it could be that the text fields are just ignoring ctrl+ part.
This maybe an sdk issue.
