Should the phased update score count in winning path selections?

Bug Description
Currently, the device's phased update percentage is applied after a winning upgrade path is selected from the candidate paths. So for example, if you get a factory-fresh device at image 10, and there is a 100% image 20 and a 10% image 21, and your device is in the 25% phased update slice, you will stay at image 10 until image 21 is raised past 25%.
A use case could be that we want the device to upgrade to the known good (albeit not highest) image 20.
One way to handle this would be to include the device's phased percentage in the candidate score when selecting a winning upgrade path. This bug tracks this as a potential change for post-rtm.
