Bug Description

Durring UDS-L as part if ubuntu-translation project feedback seesion we have identified the need to search for bug only reported in ubuntu and not in ubuntu-translations.

As a start we can search ubuntu bugs for keyword containing language-pack , translation , translated , etc

I think another thing important to do is notify the ubuntu bug
triagers so they will do correct things when new related bugs are
reported malformed, also they may help on getting exsiting bugs
assigned to ubuntu-translations correctly based on our on-building
policy.
