[Popover] Functionality to control positioning needed

Bug Description

While the Popover's automatic positioning is fine for most of the cases, there are some where it doesn't really work out.

One example is the usage of the Popover for the Launcher's QuickList. In that case the Popover must always be positioned at the right of the item. Currently the Popover appears at the top of it. I think having some property like "preferredEdge" which can be set to left/right/top/bottom/ might be enough already.

The functionality to adjust the Popover's position to not get cut off by the screen edges needs to be kept working even with such a feature enabled.

UX:
Having the option of positioning it left/right/top/bottom is enough for RTM. In the future, we might need more precise absolute/relative positioning

Can this be looked into? I'd like to able to position a popover so it opens downward.

There is a workaround currently in unity8 for this.

But also, the designs were updated and the popover should now go above/below the pressed item.

The defaults in UITK are now 1. above 2. below 3. left 4. right. So perhaps that works for all cases and the developer doesn't need to override the defaults?

^ and 5. (if there is no space on either side of the target item/button) the popover will be centered in the screen without a pointer.

Closing the bug because there is currently no use case to override the automatic positioning.
