Bug Description

Summary:
ubuntu store should warn user when there is no network

steps:
1. image phone
2. don't enter a wifi password or put in a sim card
2. open ubuntu-store

expected results:
info about apps or info about not have a network connection should be displayed.

actual results:
a white page is displayed

This is a general design issue for all scopes, so we need a standard solution across all the scopes which need network. A similar issue happens in other scopes, when the search privacy setting is "phone only." Given how scopes work now, the setting is probably not so relevant.

Also, if network is enabled later, store scope does not refresh.

"Updates" page in Settings does refresh though, as example.

@Vincas Scopes cannot monitor network, as they are not necessarily running. Causing the active scope to refresh when a network connection appears after there is no network connection, would be something the dash would have to do, and in most cases it is probably not appropriate to do so.

I'm moving this to unity-scopes-shell as the linked spec shows a general error implementation for these specific error cases, which should probably be done on the dash side, rather than forcing duplicate code into every scope on the system.
