[Reboot] App allows me to add same city twice

I see no reason why I should be able to add a city twice, we should prevent that:-

Also, adding a city while the network is screwy results in it being "shadow" added. You can't add it again because it thinks it's added already, but it's not listed.

Is there actually a bug here? Is it possible that you had your locations set up that way before using the reboot? There shouldn't be a way to add a duplicate location. However, the location can be a duplicate of the Current Location.

Is the real issue here the "shadow" adding of a location when the network is down?
