apport on root bugs try to call firefox as root which collide with already open firefox from user

Bug Description
The probelm is that when firefox is already open by normal user and apport deamon detect a problem that for reporting need root priviledges, apport try to call a other instace of firefox which collide with the already opened firefox.
-> In consequence bugreporting failed, because the new instance of firefox could not come up.
Expect: Bug reporting should also work in this situation.
Additional: It may be enough when apport also use the already opened firefox in user priviledge.
This is a serious thing, because not every user will go to /var/crash and redo the report, so you will not get the valuable reports about the system internals. -> Bad thing for sytem stability.
