apt-xapian-index not updating

Bug Description

In Ubuntu 15.04 apt-xapian-index is not automatically updating. Ever so often using quick search in synaptic does not return any searched package in any category even though package is in repo. It only shows up after manually updating apt-xapian-index
After that quick search will work for a while and then after a few days or a few weeks it again fails to return search and need to update apt-xapian-index manually again.

This also happens in Ubuntu 16.04. The problem causes synaptic to rebuild its search index at every program start, which takes a long time. Updating apt-xapian-index manually temporarily fixes the problem.
