Attached patch for the first two issues, the ones in apt. I embedded the provided test creator code (reformatted), I assume it's fine distributing this as GPL-2+ in apt?

The test case shows that the created debs are properly rejected.

This should apply to apt 1.3 and later, older versions (e.g. 1.2 in xenial) need an adjustment for the old buildsystem - replacing the CMakeLists bit with a makefile one (and I vaguely recall helper path lookup worked differently there, need to test)
