doesn't autocomplete upstart names

Bug Description

The bash-completion package, that comes from Debian, supports completing names of services that are located in /etc/init.d but will not complete upstart services located in /etc/init.

The fix shouldn't be too difficult to do, I suppose.

As an example bash-completion doesn't work with network-manager i.e.:
sudo service network-manager restart
