Bug Description
1) Ubuntu release: 20.04
2) Installed package version: 6.30.223.
3) Expectation: bcmwl-kernel-source version 6.30.223.
4) Actual result: apt considers the package from focal-updates a downgrade, leaving the system with broken WiFi after updating to the HWE kernel.
