Bug Description
Right now, operations on a device are all serialized via a work queue, thereby granting exclusive access to underlying hardware. Applications are expected to cancel outstanding operations cleanly, but might not be able to do so if they crash. With that, we should enforce a timeout for operations in the service itself.
