How did you set it to launch for all users?

I did a quick test with a bionic lxd, where byobu was preinstalled. I ran this do select it to be launched for all users:

sudo dpkg-reconfigure byobu

Then I logged out, and logged back in, via ssh, and byobu was launched correctly.

Just tested again. I am not trying to make it launch for all users, just the user I'm logging in as.

Created bionic container
Imported key for ubuntu user
ssh to Ubuntu user, byobu does not launch by default
Launch byobu
Hit F9
Config menu says "Byobu currently launches at login (toggle off)"
Switch to does not launch at login
Switch back to "Byobu currently launches at login (toggle off)"
Log out and back in
Byobu launches

I guess the issue is that if the config originally states that it launches at login, I shouldn't have to toggle it off and then back on for it to actually work.
