Custom DPI setting is not taken into account in showing web pages

Bug Description
After I change DPI setting in Xfce's in the Fonts tab of Appearance setting dialog, and start chromium-browser, text size in web pages are not changed. This is different than what google-chrome Version 48.0.2564.82 (64-bit) does.
