add-apt-repository source not reported correctly

Bug Description

In raring, when I type 'add-apt-repository' it tells me that can come from either python-software-properties (where it used to come from) or software-properties-common. But it only comes with software-properties-common. sudo apt-get install python-software-properties does not suffice.
