Ubuntu20.04 system permissions problem of networkmanager

Bug Description

[Issue description]
When module restart or laptop restart then trying to connecting to modem through UI which sometimes will encounter can’t connection modem successful (Internet APN message had sent to modem correctly and we didn’t see any fail message on that), we suspect this is Ubuntu 20.04 OS causing this issue as below screenshot due to Ubuntu 20.04 OS may merge some kind of authority management on thatThis issue can be using re-creative an internet APN way to resolve then do not use original internet APN and we only faced 2~3 times until now under “ONLY” Ubuntu 20.04 OS

When I create a new APN profile via the mobile broadband UI,I found my Internet APN "apn" couldn't set to file /etc/NetworkManager/system-connections/.
