Ubuntu 22.04 The cellular will turn on automatically after suspend/reboot/shutdown

Mobile data is turn on

1. Turn off mobile data. By the way, if set air plane mode, mobile data will automatically turn on after reboot

2. Reboot device

3 . Check cellular.

No way.

8. Analysis

I chekc the syslog, I found modemmanager will start without blocking. I think we need add flag to record mobile data is turn on/off.
