RFE: add a new File debconf template type

Bug Description

This would be nice so that users could use the system filechooser on graphical mode, and have tab completion on text mode, rather than writing a freeform string.
The 'file doesn't exist yet' usecase should be usable, too, so i guess GUI mode still needs a text field, but most filechoosers have those (haven't seen one without yet on linux).

A simple validation that the thing is indeed a validfile name would be nice too, at least for the CLI-mode.

With the amount of work this would require at various levels of the stack, this is fairly unlikely to happen soon; but a specific use case where a file type would be compellingly useful would help.

I'd would have liked to use it on a package i've 'enhanced' for a exult daily build here:

The issue is that the package asks the user the first time for the location of the games, so it can copy them into their lsb appropriate dirs (for various, obvious reasons).

This stuff is then validated, and that is painful, but the RFE is mostly about the graphical filechooser (though in this case it's 'directory' chooser). This because *that* is painful for the *users*

As for the 'validation' part of the RFE, it's not about any semantic validation; but that the file chosen is indeed, a valid file in the filesystem, or (if it is to be a existing file template), that it indeed exists).

I suppose the filechooser in the graphical UI should only be used in this 'existing file template' too.
