gtk3 frontend 'help' window is huge and not resizeable

Bug Description
If I click on 'help' on a debconf question when using the gtk3 frontend, I get a huge window with a 'close' button in the bottom right corner and a small amount of text in the middle of the screen.
The window can be resized horizontally, but not vertically.
