Please run 'sudo fuser /var/cache/debconf/config.dat' in a terminal, then 'ps wwww <pid>' where <pid> is the numeric PID returned from the previous command, and paste the result of both commands here.

I entered both of those commands,

1.) sudo fuser /var/cache/debconf/config.dat *
 Returned: *2036

2.) pm wwww 2036
*Returned:*
PID TTY STAT TIME COMMAND
 2036 ? S 0:00 /usr/bin/perl -w /usr/sbin/dpkg-preconfigure
--apt

Will this help you to find out whats wrong or do you need more information
from me?
Thanks for all your help!!!!!

Hi Nick,

If this problem is still reproducible for you currently, can you capture a full process list from the system with the command 'pstree' and forward the output to the bug?

Once we have that information, you can work around this issue on your system by killing process 2036 (sudo kill 2036) or, in a pinch, by rebooting.
