[edit-patch] doesn't tag patch appropriately

Bug Description

Binary package hint: ubuntu-dev-tools

Using edit-patch doesn't appear to add any tags to the patch. ( I think it should at minimum pull in the stuff from debian/changelog, at maximum prompt the user )
