In my case, I followed
gedit /usr/share/doc/dictionaries-common/README.problems
# Debconf database corruption

To make it short :
/usr/share/debconf/fix_db.pl
apt-get update
apt-get upgrade

FYI, I also removed dictionnaries-common entry in /var/lib/dpkg/status, followed by a failing apt-get install dictionnaries-common, I think it's not usefull.
