Lacale settings of ru_UA has incorrect for week begin day

Bug Description

I installed ubuntu 9.04 from DVD with Russian language (RU).
But I live Ukraine(Europe/Simferopol) (UA) and as all European we have week started from Monday in our calendar.

Please adjust locale file ru_UA to use Monday as first day in a week by default.I think it should be applied to all XXXUbuntu distributives.
