highlighting text breaks mousewheel scrolling

Bug Description
When highlighting (selecting) typed text, scrolling up and down with the mousewheel stops working. It does not matter, whether text is selected by mouse or keyboard.
How to reproduce:
1. select "new email"
2. type any text
3. highlight text:
3.A. double click on word
3.B. triple click (highlight paragraph or sentence)
3.C. select text with mouse
3.D. Ctrl+Shift+arrow key
3.E. Shift+arrow key
3.F. Shift+Pos1 / Shift+End
4. try to scroll with mouse wheel
Curently, I do have the Gnome3-PPA enabled, but not the Staging-PPA, but I've tested it in a virtual machine. The bug persists when enabling the Staging-PPA and upgrading to newer packages. The bug did not occur in the 3.6-release of Gnome.

Sometimes I don't get the mindset here. How come this bug is still marked as "importance - undecided"?
Guys! If a desktop environment does not provide a stable email programme, then it is just unusable(! exclamation mark) on a productive system. I would have used Gnome 3.6 instead, if there weren't too many conflicts which also made my system unusable. so I was forced to migrate to 3.8 - where new bugs occur.
