Add fastapi to focal and jammy releases

Bug Description

fastapi is being used by quite a number of projects and I think it would be great if this package is available to the LTS releases focal and jammy. This will be useful i n production settings where those releases are the best choice and software is deployed which depends on fastapi.

jammy LTS already has a fastapi package: https://packages.ubuntu.com/jammy/python3-fastapi.

FYI: I have tried to trace down the dependency tree to see which packages are not yet in focal: python3-starlette, python3-anyio, python3-databases, python3-multipart.
