hevc encoding on intel igpu produces garbled output ubuntu 22.04

Bug Description

Apparently the issue has been fixed since ffmpeg 5.1+; but unfortunately since ubuntu 22.04 is still based off of the ffmpeg 4.4.2 software stack, applications like OBS installed via the official PPA is unable to use the system ffmpeg libraries like libavcodec58 to record using the VAAPI hevc encoder without producing absolutely garbled videos.

I am more than happy to provide any additional information in order to resolve this issue :)
