Have you tried booting with radeon.audio=1 option?

Basically, edit the /etc/default/grub file, find the GRUB_CMDLINE_LINUX_DEFAULT line, and add radeon.audio=1 so it looks like:
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash radeon.audio=1"

Save the file, quit the text editor, and then run the following command:
sudo update-grub

Reboot, and see if there's audio.

The open source AMD driver radeon in Precise and Quantal does not yet have HDMI audio support. Please install fglrx and try again.

@Anthony

I've tried fglrx, 2:8.960-0ubuntu1.1 it is not working,
but fglrx-experimental-9 2:9.010-0ubuntu0.3 works.

I'm reassigning the bug to fglrx since the original reporter verified that HDMI audio works with the open-source radeon driver (duplicate of https://bugs.launchpad.net/bugs/864735 ).

affects: linux (Ubuntu) → fglrx-installer (Ubuntu)
