No wallpaper / no option to open the dialog for changing the wallpaper

# System information:
System has upgraded from 22.10 -> 23.04

# How to reproduce
1. start up the computer. No wallpaper visible just black background.
2. right click on desktop "Change background"

# Expected result
Wallpaper visible / ability to change wallpaper.
