glib-networking package needs split for multiarch

Bug Description

The glib-networking package needs to be split for multiarch, because it ships both gio modules, which are per-architecture, and glib-pacrunner, which is a dbus service and needs to be installed once in a common location.

I would patch this myself, but I don't know what sensible names for the packages would be. glib-networking and glib-networking-service?

This blocks getting ia32-libs transitioned to multiarch for precise (because libsoup2.4-1 depends on it), so needs to be done early in the cycle.
