Button Location Settings not working

When I click to the "Location Settings" button I expecting something like a new window with settings.
Actually - nothing happening, just flashing for few microseconds, not can see what is it, and after this window is closing.

Series of steps:
1)start the program
2)click button "Go to current location"
3)click button "Location Settings"
