Unable to manually lock screen when specific item has focus

Bug Description
Using Ubuntu 12.04
Steps to reproduce from empty desktop:
Ex. 1
- click on network icon in top bar.
- hover over an item in the presented list.
- press ctrl + alt + l
- nothing happens
Ex. 2
- click on volume icon in top bar.
- hover over an item in the presented list.
- press ctrl + alt + l
- nothing happens
Ex. 3
- click on power icon in top bar.
- hover over an item in the presented list.
- press ctrl + alt + l
- nothing happens
The sidebar also behaves this way
Ex:
- hover over an icon in the side bar
- right click on the icon
- hover over an item in the presented list.
- press ctrl + alt + l
- nothing happens
Expected behaviour, ctrl + alt + l, locks screen regardless of desktop state.
Hmm seems the tracker is "helping", I'm pretty sure it's not caused by the my-sql package, my guess is something unity or whatever is responsible for the desktop GUI.
I specificly set that question to "I don't know".
