[HP Mini 5102] only have two brightness levels via brightness controls

I have only two brightness levels when pressing the brightness controls. OSD bar full or OSD bar empty. Looking at the input devices I get a single press/release event for each key in both directions. Looking at the kernel backlight devices I have a large number of levels available and correctly selectable via them.
