System suspends when power config is set to never suspend on idle

Bug Description
The "Power" section of the system settings is set to "Suspend when inactive for: Don't suspend". According to the syslog, the system went into "mem sleep" approximately 15 minutes after I locked the screen and went home for the night.
Session is gnome-shell.
