emit "child-visible", "child-not-visible" signals when a GtkWidget is/isn't visible

Bug Description

Could be useful to emit a signal when a widget is visible/hidden.
It will be emitted when, for example, a widget is hidden when moving through notebook's tabs.

Thank you for your bug report. The issue is an upstream one and it would be nice if somebody having it could send the bug the to the people writting the software (https://wiki.ubuntu.com/Bugs/Upstream/GNOME)
