difference in "Open With" and "properties" -> "Open With" makes no sense

Bug Description

On Ubuntu 16.04.2: The two named dialogues are different in a senseless way.

Clicking with the right mouse button on a file and clicking "Open With" opens a dialogue not having "Default Application" topic. It lists the "Default Application" added in "Related Applications" which is different from the other "properties" -> "Open With" dialogue. This really make no sense.
