hdparm should enable security freeze by default

Bug Description

If harddisk security is not used, then the drives should always be in state "security freezed" so no hacker can encrypt the disk to make it unusable.

So please make sure the following:
- hdparm is installed by default
- the following is enabled by default:
# --security-freeze Freeze the drive's security status
#security_freeze
- hdparm gets reliably called after boot and resume from standby

resume from standby does not work for me.
