window shows up, but not get focus under some conditions

Bug Description
If the window opens up using indicator menu, sometimes it shows up in front, but not get focus.
Steps to reproduce:
1. (Optional) Choose an application that use indicators. Examples: Clementine, ktorrent, tomboy, liferea. Launch it if needed.
2. Press left mouse button on the indicator. Drag mose down to the menu, select "activate" or equivalent. Release the left mouse button.
Actual result: the application will start or show itself up, but will not get focus. Moreover, it will start as a top window, and you can not guess, if it is active or not, because it will have no frameborder.
Expected results: the application will start or show itself and get focus.
