Bug Description
They need it, but how should we do it? That's not clear, but the fact that some applications need to be able to create icons on-the-fly or adapt others is clear. It needs to be able to be appropriately themable and resizable without complicating the interface.

I find myself needing this for progress/timer-like displays. Building 32K images just isn't going to cut it.
A (semi-ugly) method would be to ship serialized image data over D-Bus, but that isn't very themable.
