Unity panel opens the wrong menu (under the mouse pointer instead of the one opened by Alt+letter)

Bug Description
If appmenu is in single button mode you normally can press e.g. alt+f to open a file menu. Now lets consider that the mouse cursor is positioned where another top level menu would appear. Then pressing alt+f opens the file menu and then instantly switches to the other menu.
