I have this issue on BQ M10 running OTA-12 in my case I see this bug when connecting Bluetoothdevices, such as headphones.

How to replicate.

1 drag down context menu and goto bluetooth.
2 Set Bluetooth switched off
3 Click Bluetooth settings which will open system settings
4 From the open system settings switch bluetooth on
5 Now drag down context menu and notice Bluetooth is still off

You end up in a state where System settings and Context menu Bluetooth states are opposite, and you can not get Bluetooth to activate.
