xmodmap modifications get reset once and a while

Bug Description

I change my keyboard layout using and .Xmodmap file. First of all, after upgrading to quantal,
the changes were no longer applied when logging in with lightdm, so I have to manually run
xmodmap ~/.Xmodmap in a termina.. This might be related to lightdm, but I suspect not, since
also, once in a while being logged in for a long time, the keyboard layout changes are completely
gone, and I have to rerun xmodmap ~/.Xmodmap again.

I haven't yet found a reliable way of reproducing it, apart from that it usually happens a few
times each day.

I don't know whether this bug is related to unity, but if you give me some hints on how
to find out where the bug is, I'd be happy to investigate.

I edited the file which on my machine was found at:
~/.config/xfce4/panel/xkb-plugin-??.rc

and changed the 'never_modify_config' option to true. i then 'kill -9'
the xfce4-xkb-plugin process which respawned and reloaded the conf file.

I am on 14.04, this happens to me every time I switch input between English and Korean (Hangul).

This happens no matter which keyboard layout I use for English input. I've tried English(US), Korean, and Korean (101/104 Key Compatible) from the Text Entry Settings and in all scenarios, xmodmap setting was reset when I switched to and from Korean (Hangul)

Still reproduces on 16.04. When I change the language, xmodmap gets reset.
